Globe Council addresses infrastructure issues

In their April 11 meeting, Globe’s City Council moved ahead on several infrastructure projects, including a sidewalk outside the future concession stand site at the Community Center Pool.

The council approved a $9,320 change order to the city’s contract with CDX Contracting, who was engaged to complete a concrete pad and stem wall for the concession stand building. This change order includes the exterior sidewalk. As for the pool itself, City Manager Paul Jepson informed the council that water was being added as they spoke. A setup crew arrived last Wednesday to run tests, start up the pumps and run the water for the pool through the system. The city is aiming to re-open the pool in time for the three-month pool season.

“They’ve really made some nice progress,” Councilman Mike Pastor said of the project. “It looks like we’re going to have a pretty nice facility out there.”

Council also approved, contingent on legal review by the City Attorney, a $195,753 contract with AJP Electric for the grading, drainage and sidewalk project at Veterans Park. The City received four bids on the project, which were opened on March 7. After the original low bidder failed to meet all qualifications required by the Arizona Department of Housing, the City went with AJP, the next lowest responsible bidder. AJP submitted a bid of $234,186, but after value engineering was completed they agreed to a $185,753 contract; the final amount included a $10,937.92 contingency. Funding will be through Community Development Block Grant funds, in the amount of $156,690.92, and the City Council contingency account, in the amount of $40,000.

Turning to the replacement of Cottonwood Bridge, Council approved an intergovernmental agreement – also contingent on the City Attorney’s review - with the Arizona Department of Transportation. The City was awarded an ADOT Off System Bridge Program grant in March of $2.82 million, with no local match required; however, the City will be responsible for any overages.

Council also ratified an emergency contract to replace a collapsed sewer line on Tebbs Street, to Apache Underground in the amount of $141,788.58. Given the situation’s urgency – the line was backing up into homes – the City forewent the usual bid process. With the addition of a 20% contingency of $28.357.60, the total amount approved was $170,146.18. As well as repairing the line, the work will also relocate it from private properties to within city limits.
