County Supervisors approve next steps in Campaign Creek project

On October 15, as part of a project aimed at hazard mitigation in Roosevelt Estates, the Gila County Board of Supervisors voted to move ahead with the purchase and demolition of 10 flood-prone properties along the banks of Campaign Creek.

The buyout of those properties is part of the Campaign Creek Post-Fire Project, which is a component of Gila County’s 2019 Multi-Jurisdictional Hazard Mitigation Plan.

In June 2022 the Board approved a grant application for funds to buy and tear down eight properties in Roosevelt Estates, on Ash Street and Mesquite Street. The application was approved June 17, 2024 by the Federal Emergency Management Agency (FEMA), which awarded the County $1.54 million toward the $2.08 million project.

Two more properties, also on Ash Street, were added to the purchase list after the State of Arizona appropriated $3 million in its fiscal year 2023 budget for post-Woodbury Fire flood mitigation. Those funds will be used to buy out the two additional properties, as well as pay Gila County’s matching funds in the amount of $539,606 for the FEMA grant.

“The subject properties have withstood repetitive damage due to flooding,” County staff reported to the Board. “Acquisition of these homes will reduce future costs and will improve life and safety issues during a flood event.”

The Board also awarded two project-related contracts: one for asbestos survey and cleanup of the properties to Native Environmental, LLC, of Phoenix, in the amount of $60,000, and one for demolition to Breinholt Contracting Company, of Gilbert, in the amount of $89,677.

Finally, the Board authorized advertising a Request for Proposals for an engineering firm to “protect the residents of Roosevelt Estates from severe weather events that cause flood events in Campaign Creek” through a comprehensive flood protection analysis and design.

The scope of work will include assessment of existing flood risks, evaluation of soil and subsoil conditions on the north bank, creating construction documents and preparing a detailed cost estimate for recommended improvements.
